In line with the Rwandan government’s goals to enhance fiscal management and secure sustainable tax revenues, the “2021–2024 Tax Policy and Tax Administration Reform” project was initiated.
On August 22, 2024, the Ministry of Finance and Economic Planning (MINECOFIN), in collaboration with the Korea International Cooperation Agency (KOICA), Rwanda Revenue Authority (RRA), and the Korea Institute of Public Finance (KIPF), officially handed over the Rwanda Tax Policy and Tax Administration Reforms Master Plan.
The Master Plan was developed under the “Tax Policy and Tax Administration Consulting Project,” conducted by the KIPF that was represented by its President, Dr. Jae-Jin Kim, (the project manager). This initiative was designed to support the Government of Rwanda in establishing a more efficient and effective tax policy and Tax administration framework. The aim was to strengthen domestic revenue mobilization (DRM) while fostering a taxpayer-friendly environment that promotes sustainable development.
The Master Plan outlines a comprehensive, long-term strategy for reforming Rwanda’s tax system, covering both direct and indirect taxes. Key areas of focus include legislation, as well as advancements in e-tax administration.
The Master Plan provides pathways to improve the effectiveness, fairness, and efficiency of Rwanda’s tax system, ensuring it supports the country’s economic growth and development.
